In order to popularize knowledge about the European Union and the possibilities of community development in Ukraine, the team of the project «European studies for technical specialties at Lviv Polytechnic National University» (EUSTS) held the second Academy of European Studies «Decentralization and Community Development: EU programs for Ukraine» in March 2024. The event took place with the support of the EU Erasmus+ programme, Jean Monnet Actions.
The Academy program consisted of eight six-hour modules.
- Module 1. Decentralization and community development in crisis conditions (key speaker – Yaryna Turchyn, Doctor of Political Sciences, Professor, Director of the Institute of the Humanities and Social Sciences.
- Module 2. International programs to support territorial communities (key speaker – Olha Ivasechko, Candidate of Political Sciences, Associate Professor at the Department of Political Science and International Relations).
- Module 3. Donor support of Ukrainian communities (key speaker – Olena Lukachuk, Candidate of Historical Sciences, Associate Professor at the Department of Political Science and International Relations).
- Module 4. Green post-war recovery: national, regional and local dimensions (key speaker – Iryna Sukhorolska, Candidate of Political Sciences, Associate Professor at the Department of Political Science and International Relations).
- Module 5. Transformation of development strategies of territorial communities taking into account the challenges of a full-scale war (key speaker – Oleh Tsebenko, Candidate of Political Sciences, Associate Professor, Deputy Director of the Institute of Humanities and Social Sciences).
- Module 6. Innovation of sustainable development and green city: from plans to projects (key speaker – Lidiia Kasha, Candidate of Technical Sciences, Associate Professor, Deputy Director of the Institute of Power Engineering and Control Systems).
- Module 7. European integration: formation of values through joint projects (key speaker – Nataliia Vovk, Candidate of Historical Sciences, Associate Professor of the Department of Social Communications and Information Activities).
- Module 8. Use of information technologies to establish community communication in conditions of decentralization: EU experience and Ukrainian realities (key speaker – Oleksandr Markovets, Candidate of Technical Sciences, Associate Professor, Head of the Department of Social Communication and Information Activities).
The important issues of decentralization and development of communities in Ukraine and EU countries were discussed during the modules, in particular:
- how decentralization brings Ukraine closer to the EU;
- peculiarities of implementation of digital tools in communities;
- prospects of post-war reconstruction and development of Ukrainian cities;
- key grant opportunities for the amalgamated territorial communities of Ukraine, with the help of which they can attract financial resources from the EU and other sources for the development of their communities;
- financing and developing green cities following the example of EU countries;
- studying the peculiarities of the formation of community values through joint projects;
- using the experience of EU countries to organize communication between the management of the amalgamated territorial communities and the citizens;
and others.
The speakers of the Academy were leading Ukrainian and foreign specialists, researchers, deputies and representatives of local authorities of various levels.
